AN ORDINANCE REGULATING THE USE OF HIGHWAYS WITHIN THE CITY OF WABASSO, INCORPORATING PROVISIONS OF THE STATE HIGHWAY TRAFFIC REGULATION ACT BY REFERENCE, AND IMPOSING A PENALTY FOR THE VIOLATION THEREOF
The Council of the City of Wabasso ordains:
SECTION 1. HIGHWAY TRAFFIC REGULATION ACT INCORPORATED BY REFERENCE. The regulatory provisions of Minnesota Statutes, Chapters 168, 169 and 171 as amended are hereby adopted as a traffic ordinance regulating the use of highways, streets, alleys and other lands within the City of Wabasso and are hereby incorporated in and made a part of this ordinance as completely as if set out herein full.
SECTION 2. PENALTY. Any violation of the statutes adopted by reference in Section 1 is a violation of this ordinance when it occurs within the City of Wabasso. Any person violating any provision of this ordinance shall be guilty of such an offense and shall be punished by such penalty as prescribed by such statutes.
SECTION 3. REPEAL. Ordinance number 207 is hereby repealed.
SECTION 4. PRESERVATION OF RIGHTS. Except as provided by M.S.A. 169.89, Subd 3 the repeal f any ordinance or portion thereof by the preceding section shall not affect or impair any act done or fight vested or accrued, proceeding, suit or prosecution had or commenced shall remain in full force and effect to all intents and purposes as if such ordinance or part thereof so repealed had remained in force. No offense committed and no liability, penalty or forfeiture either civilly or criminally incurred prior to the time when any such ordinance or part thereof shall be repealed or altered by the City of Wabasso shall be discharged or effected by such repeal or alteration; but prosecutions and suits for such offenses, liabilities, penalties or forfeitures shall be instituted and proceeded with in all respects as if such prior ordinance or part thereof had not been repealed or altered.
SECTION 5. EFFECTIVE DATE. This ordinance shall take effect from and after its adoption and publication.
